Looks like the wheels were changed. I recall those having turbine style wheels when new.

No. These all had first-gen PRVs with first-gen Lambda Sond modules. Either it doesn’t run, or it doesn’t pass CA smog (or both). And if it does, unless it’s been maintained religiously then it soon won’t.
